Türkiye'de Kamu Borcunun Yönetimi: 2001 Krizi Sonrası Bulgular ve 2009 Çöküşü Sonrası Stratejiler

Abstract

Bu çalısma Türkiye'de 2001 krizi sonrası borç göstergelerinin ayrıntılı bir incelemesi ve Hazine Müstesarlıgı'nın sundugu garantiler ve stratejik yöneliminin dökümünü sunmaktadır. Kriz sonrasındaki dönüsümler ve yeni yapılanma dönemin hakim iktisat paradigmasının ürünüdür. Yakın dönemdeki yasal degisiklikler ve birikim süreci ve borç çevriminin sermaye akımlarına duyarlılıgının gösterdigi üzere kamu borç yönetiminin bir sorun olmaktan çıktıgı düsüncesi geçersizdir. Devletin süregiden biçimlendirilmesi ve özel sektörün risklerinin üstlenilmesi ile finansal tabana yayılma örneginde görüldügü üzere uluslararası reform gündemlerinin aktarımı yeni çeliskileri beraberinde getirmektedir.

This study provides an analysis of the stylized facts of the post-2001 crisis period regarding public debt and a documentation of the state guarantees and strategic orientation of the Treasury. Postcrisis transformations and restructuring was the product of the dominant economic paradigm. The arguments suggesting the resolution of public debt problems are not valid as implied by the recent legal regulations and the sensitivityto capital flows of the accumulation process as well as the debt rollover. The ongoing restructuring of the state, assumption of private sector risks and the transmission of the international reform agendas as seen in the case of financial inclusion bring about new contradictions.
